IMPORTANT: 6/29/2009
1. ONLY THE TOP 2 TEAMS QUALIFY FOR THE PLAYOFFS
(Championship match will be played at 10:00 AM August 8th, 2009)
2. ALL PLAYERS MUST PRESENT A SIGNED WAIVER AND RELEASE
NOTE: All games must be played by August 15, 2009 persuant to facility agreement. The last three games will be played at dates prior to the established schedule in order to conform.
FUTSOC FUTSAL INDOOR SOCCER
1. Official FIFA and/or USSF FUTSAL rules apply.
2. Minimum players to start: 5 (goalkeeper must be one of starters)
3. Maximum rostered players: 10
4. Maximum substitutes: 5
5. Substitutions: Liberal or open (except goalkeeper and at discretion of referee when the ball is out of play)
6. Substitutions are liberal or open throughout the match. The player entering must await the exit of the substituted player or a yellow card will result. The goalkeeper may only be substituted with referee consent and while a ball is out of play. The players only place of entry / exit will be adjacent to the timekeepers / scorekeepers table. Violation of this will result in a yellow card infraction.
7. Blue cards will result in the expulsion for the remainder of the game, with allowable substitution for that player. A player with a red or blue card will serve the suspension for the remainder of the game when the card was issued, plus one additional (next) game. An additional suspension period will be determined by the severity of the foul at the sole discretion of the tournament directors. Suspension may not be appealed.
8. Game length: two (2) periods of 25 minutes each, with a five (5) minute half time. Exclusively at the discretion of the referee, the game may be extended for a penalty kick, another set play or due to injury time.
9. Games will start on time. The clock will start with or without participants on the field of play. Minimum required players to start play: five (5) players. If the minimum team player limit is not on the field of play at the scheduled time, then the team present is awarded a two (2) goal lead and only the remaining time of the first half plus the entire 25 minute second half will be played. If the team arrives at half time or beyond, the game will be declared a forfeit in favor of the team in attendance (awarded the three points for the win along with a 3-0 goal margin). If both teams are absent at the time of the match, then both teams will be given a negative two (-2) goal penalty and zero points for the match. A second violation will result in disqualification for the remainder of the season without refund. No exceptions.
10. Time-outs: one (1) per half per team. Only the team in possession of the ball may request the time-out. A substitution may only be effected when the time-out concludes. Regardless of whether a time-out is utilized or not by a team in the first half, there will only be one additional time-out in the second half.
11. If the ball hits the ceiling or any other obstruction above the playing field, the ball will be put back in play at the approximate point of the obstruction or at midfield.
12. All balls sent out of bounds will be brought in only by kick-in or goal kick.
13. Goals may not be scored by kick-in or goal kick, unless touched by another player before entering the goal.
14. All teams will wear uniform colors and will only wear indoor soccer shoes or other rubber sole flats.
15. The use of shin guards is mandatory and without exception.
16. All players must sign a Liability Release and Waiver form in order to participate in the facility at any time.
17. Slide tackling is strictly forbidden and will result in a yellow card infraction.
18. On the sixth (6th) foul accumulated in any half period, the resulting action will be a penalty kick awarded to the opponent.
19. Any player ejected due to fighting or any extreme unsporting conduct or other extreme behavior considered inappropriate by the referee or Tournament Director, will result in the immediate ejection from the game and the rest of the season, without refund. No exceptions.
20. Any verbal or physical abuse of the referee will result in the immediate ejection of the player for the remainder of the season, without refund. The authority and control of the match must be maintained at the highest level and as such, it is expected that there will be complete and absolute support of the referee's authority during every match. No calls may be challenged. No exceptions.
21. Any player receiving three (3) red or blue cards during the season will be ejected at the time of the last infraction and for the remainder of the season, without refund. No exceptions.
22. Any yellow card infraction resulting in removal from the field of play, will obligate the player removed to sit out for a period of two (2) minutes on the sidelines.
23. While the five (5) meter spacing rule is the official FIFA rule, due to the size of our facility, we will apply a three (3) meter rule for all plays in which the ball must be brought in on a kick in, corner kick or a wall is set up on a set play - direct or indirect. Players must be allowed this area in order to bring in the ball. Violation of this rule, will result in a yellow card infraction.
24. Prior to the start of the next match, every player intending on continuing to play in this league, will be expected to sign a form in agreement and conformity with these rules. No exceptions.
25. Due to the fact that we must conclude the tournament by August 15th, we will be issuing the final schedule dates (subject to conformity and acceptance by all participants) shortlly.
26. All decisions by the Tournament Director are considered final and not subject to discussion, negotiation or modification. No exceptions.

1. Head to head
2. Goal differential
3. Most goals scored
4. Penalty kicks on night of playoffs
Final Note: All you participants are adults and as such, are expected to act accordingly, in order to respect the integrity of the game, the noble efforts of the acting officials, the tireless efforts of the Tournament Organizers in bringing the game to such a fine setting and outstanding facility at the Sagemont School (where the tournament Director has served as Head Varsity Soccer Coach for 8 years), and above all, in order to serve as veritable role models to all children, family members and others present at each match. You have a greater responsibility which transcends your own personal ego's and should be upheld at every moment, with good sportsmanship, proper language use, and self-respect and self-dignity.
The continued extension of this league beyond this summer, will depend on your full cooperation in all aspects of this league. The Tournament Director has worked endlessly for years in trying to bring this activity to youths and adults alike in our City of Weston. This is a pilot program which will require a full review by the Board of Directors after the conclusion of the season. A smooth, uneventful summer of play without any incidents, would greatly further their support for a year-long availability of the facility for FUTSAL. Your future play at this facility and that of the young players who so aspire to emulate your fine play, are solely dependent on you...the adults. Do not disappoint them, your peers, your families...or me. |
